CLAD

Facts:

• 23 teachers have been labeled as “misassigned” by the Tehama County office of education audit. (see attached list)

• These teachers need to receive and/or begin their CLAD or EL/SDAI training to gain certification prior to the end of January 2008 in order for any EL students to be placed in their classroom for instruction. (Teacher assignments must follow the Administrators Assignment Manual as directed by the CTC at: http://www.ctc.ca.gov/credentials/manuals-handbooks/AdminAssign_2001.pdf .)

• Some of these teachers can access the EL/SDAI training through the current 45 hour training at the TCDE on Wednesdays.

• A few of these teachers (eleven teachers) can only take a 12 unit course through USD or take the CTEL (3 part multiple choice/Essay Question) format ($395). If you do not pass one or more parts of the test, you have to take the entire test over for another ($395).

• The CLAD 12 unit coursework through USD that is available until the end of December 2007. The course will then be revamped and new coursework will be established after December 2008.

• Currently, there are approximately 60 teachers at Red Bluff High School and Salisbury High that do not have CLAD or EL/SDAI certification. (This list will be confirmed by Wednesday 9/5/07 and distributed to the CTA membership).

• Sanctions for misassigned teachers come directly from the county office of education and sanctions are directed at the High School District. Administration and teachers should work together to rectify the situation in order to avoid sanctions. Sanctions could come in the form of reduction in categorical funding and possible ADA funding. These reductions could be up to ½ million dollars.

All training costs to rectify this situation are negotiable.

Note: It would seem that if time is of the essence to certificate the current 25 misassigned teachers, time available to gain this certification should be negotiable as well.

Unknowns:

• Will another 45 hour training session be offered through the TCDE next spring of 2008 or summer of 2008.

• Can another 45 hour training session be offered by RBUHS next spring of 2008 or summer of 20008?

• What happens if the misassigned teachers do not receive certification by December 2008?

• Will there be a follow-up audit on the current misassigned teachers listed above?

• When will the next audit take place? There may be a possibility of a new list of teachers that will be considered “missassigned” on the next audit.

• Will, what and when will sanctions occur to our district?

EL student definition:
“An English learner is a student for whom there is report
of a primary language other than English on the state-approved
“Home Language Survey” and who, on the basis of the state-approved
California English Language Development Test (CELDT) has been
determined to lack the clearly defined English language skills of listening
comprehension, speaking, reading, and writing necessary to succeed in
the school’s regular instructional program.” Ed Code 44258.9
